Spain is consulting on a proposal that would require data centres above 1 MW to source at least 80% of hourly electricity consumption from renewable energy, according to PV Tech. The proposal would also require matching new renewable capacity through self-consumption or power-purchase agreements.
For buyers and EPCs, this is a policy signal rather than a final obligation or awarded project. Any data-centre pipeline should be assessed against hourly matching, new-build capacity, PPA structure, grid limits and the possible role of storage before PV or BOS scope is priced.
The proposal remains under consultation. Procurement teams should confirm the final rules, implementation timetable and evidence requirements before treating the target as bankable demand.
